The New York State Commission on National & Community Service is thrilled you are
considering our state as an operating site for your National Direct Program and
welcomes you!
As you are all aware, a working group comprised of grantees from both AmeriCorps
State and National has developed a consultation form template for national multi-state
programs to share with the state commission where they propose to operate. The requirement
for National, multi-state AmeriCorps programs and applicants to consult with the
State Service Commissions in the state where they propose to conduct AmeriCorps
projects is a new requirement contained in the Edward M. Kennedy Serve America Act.
Included with this memo you will find the consultation form template developed by
your peers. Given the diversity in the number of National Direct AmeriCorps programs
operating within a state, each State Commission will interpret the level of consultation
differently.
The New York Commission feels that this process is a valuable opportunity to (1)
fully understand the full portfolio of national service programs operating in our
state, (2) help to promote awareness of and participation in all national service
programs, and (3) leverage resources, experiences, and cross-stream training opportunities
to benefit our programs and our national service members.
The New York State Commission envisions this template will foster meaningful conversations
that lead to creating working partnerships that further national service in communities
throughout New York. We also believe these relationships can be developed and maintained
without imposing an excessive process on potential grantees.

We will confirm receipt of your completed template and may contact your organization
for additional information and schedule a more formal conversation.. At this time,
we are not requiring all potential National Direct programs to have an in-person
